There is a guy from Cork on eBay and Buyandsell Shops who does a voip phone for just €8.00 it's not a usb connection, it has jack plugs for mic and headphone sockets, same differance in terms of voice and sound quality anyway, but no dialpad.

My reccommendation is to go for an ATA which you can plug your home phone into, it will give much better quality on your voip calls.
www.digidave.ie has ATA's from €50 they are in Dublin. I got the Zoom X5v (€99+ about €6 shipping) it arrived in two working days.
