Whereabouts are you in the country? As Sean said, "splitting" can be very common in low population density areas such as quite rural areas as it saves on cabling along the telegraph poles. Not really much you can do about it really except complain but don't expect eircom to do anything as they don't necessarily guarantee a speed on dial up.
