Smart sell the package as an "upto" 256kbps package - if your line is unable to handle 256kbps, then you'll have to bear with it unfortunately.

However, if you could click here and post the stats that your modem reports? This'll show what your upload speed is and also the quality of your line - obviously, if the line quality isn't great then you'll be affected by slow upload speed, packet loss, CRC errors etc. There are steps that can be taken, such as changing your interleaving or error correction level on your line, but this will increase ping times further and depending on line quality, may not really make any difference.
