I've been using
IBB for about 5 months (Swords area). Haven't had a problem yet. The tests on this site never show me as capable of 2Mb down / up but when I run my own tests (torrents) I'm able to get the max out of the link so I'm happy.
I've read on other forums that the 2Mb users are to be upgraded to 3Mb in the coming weeks. That wasn't posted by an
IBB person so it may or may not be true but if it is then cool.
