M8, I'm living in a place where I feel the same like you, spent loads of calls through my mobile because I canīt have my VoIP phone working, I hear people clear but nobody can hear me! no skypeout, no skype, no internetcalls, nothing!
They don't do anything until you ask to speak with a manager, who will be rude, agressive, etc... Bad thing M8.... Bad thing... On peak hours, dialup is much better, at least it works... What to do? Try
IBB, it seems to work, but do not get their RIPWAVE service, not good, use the Alvarion equipment, I designed big networks for the south of spain with that equipment during 2 years and no issues, just a radar was killing a backhaul, but this a long history...
