do you use a wireless provider? do you live in an area that you consider to have a high number of wireless users? The objective behind every isp is to gain as many subscribers as possible. Once a wireless isp achieves its max number of users to a mast that site becomes saturated and as a result the service provided is compromised. If I could prove it, you would find each of the subscribers here who complains about their service is in a saturated area and each one who praises it is in a outer suburb. So until wireless isps publically release this information then the chances of proving it are nill. But I know my deductions to be well informed.
