 Actual download speeds?

Just discovered the site tonight.
I got permanet installed about a month ago (512 starter) and have had no problems with disconnections or the like. However I've never been able to achieve download speeds greater than 60kbps. I assumed this was because of contention but from reading this thread it seems nobody is this slow. I always had it going into a netgear dg834pn router but bypassed this for testing..still the same. The speed test on the site told me I was getting 446 up and 123 down, but I've never got this in practice. I've included the Arris stats if thats helpful.
