Ripwave is ok for checking email etc but if you want to be downloading you have to go bigger. I'm in Drogheda with 3Mb Breeze and while I have had my ups and downs with them I find that
IBB have improved a lot. With a bit of tweaking I get 350Kb/s with torrents which is max for a 3Mb line. This is on a private tracker site - don't expect speeds like that with crappy public sites like mini-nova etc.

My only complaint now is the price. €48 a month for 3Mb when you can get 16Mb for €12 in the UK and 24Mb for €14 in France is taking the p**s!!
