Question Broadband Speed Limit;Shared Line

My ISP tells me that because I'm on a shared line & 3kms from the local enabled exchange(Blarney,Co Cork) then the max 1Mb speed will fall in proportion to the no of users downloading-I rarely experience speeds approacing 1Mb-usually .2 or .3-its considerably slower of late-I'm not technically knowledgible enough to challenge what my ISP tells me.
Can anyone tell me if what I'm being told is broadly accurate or am I being told half truths?Is there any other info available or checks I could do to find out my true situation?

By shared line do you mean split line or you are sharing broadband connection with other people??

If its split line then yes what you are getting is probably as good as you are gonna get but it brings up a different question of why you and the other split line user have both to pay full line rental when in effect you both only have half a line. what eircom do is use one cable to service 2 houses cutting down on cable runs so i would take issue over that. also if the best they can supply is half of 1meg broadband then inform them you will not be paying full price.

If it happens to be broadband sharing then you should get better results if the other person is not online.
