Bits 'N' Bytes That's just about right. What you're doing is you're confusing the 198k with 20-30k thinking it's the same unit. They're not. Your 198 is your actual line's speed (upload; at the time of testing) measured in kilobits. However, you're uploading data at anything between 20-30k. That seems consistant with 198kbits, as the 20-30k upload speed (not line speed) would be measured in kilobytes. There are 8 bits in a byte, so let's calculate what you should be getting out of your 198kbit speed in kbytes.
198 / 8 = 24.75
Sorry this explanation is a little half-assed. One thing though. If your speeds in the speedtest here chop and change often, let us know. You wouldn't be the only one. If not, then you're singin'!
