i have been affected by the "one-week-outage" from 26.5.-1.7. as many others as well. And i had daily more or less unsatisfying calls with IBBs service hotline during that period, too.
But at the end, after the connection was back, i got a prompt reply to my "refund request"-email and
IBB offered me a two week credit for the downtime and calls to the hotline.
Further on it seems like the problem has been fixed properly now as my transfer rates on 2MB Breeze are absolutely acceptable on european servers, e.g download of a 170MB file from a german server in ~15 minutes (~190kB/s).
I have seen ~230kB/s during night time!

www.testmy.net for measuring your broadband speed, as the connection to overseas has extraordinary high pings which causes false results!
