Default Is it possible?

I'm on the 4meg DL,just did a test on numion.com and the result was 12.3meg down and 1.7 up,checked again a few minutes later and the same result.
About 20 minutes later this had dropped to 1/2 meg up and down.I know that
results vary, but is this a bit extreme?
