NTL Speed down Waterford way

Hi all, relatively new here, but have been reading for a while. Anyway, first post, so here goes.

I have been using NTL for about 2.5 years, on the Broadband Max with my amazing 6mb download speed, which I never get. Anyway, for the last extended period of months it has never been running at below 2.5mb download, and daily I check every few hours. There are at least 6 un-returned calls from NTL broadband support. My speed checks have been done using the ftp://ftp.heanet.ie/disk1/TheOpenCD/3.1/ link and some done using irishisptest.

On searching for tweaks online I came across a TCP/IP tweak that I downloaded from speedguide.net and after following the instructions the speed as monitored by irishisptest has gone from less than 2mb download to 5.85mb at 98%, however, the heanet download continues to run at less than 2.5mb.

Has anyone come across this and if so is it possible that one of the download sites is completely out of whack?
