Telecommunications Product Standard, where to know it?

Hi! I have seen so many Telecommunication Websites (Better Telecom - Business Communications Provider Australia wide and Plantronics Distributor) that offers good quality Telecommunication products and services as they say it.

But being a consumer, I really wonder, what are the Telecommunication standards that one consumer should consider of having a product to be qualified with. And is there a website that have a list of Telecommunications license for dealers even locally or Internationally so that one consumer could be able to buy only to those really true good quality products ?

If someone knows about it please let me know...
