Most ISPs reserve the right to reduce priority on p2p software ports during high demand, or in some cases limit speeds on normal p2p ports even if there isn't high demand

To rule out the Torrents you have been downloading, try downloading OpenOffice as a test using its BitTorrent download method as this has so many seeds that it will usually max out the downlink bandwidth of a non-restricted connection. If this Torrent struggles to max out your downlink, then it is a fairly sure sign that your ISP is throttling the port you're using. In this case, try changing your uTorrent port number.

If the OpenOffice transfer has no problems maxing out your connection, another possibility may be your upload/download ratio, particularly if you started removing Torrents after they finished downloading around two weeks ago with a low upload to download ratio.
